The New York Public Service Commission denied petitions filed by offshore wind developers (Empire Offshore Wind, Beacon Wind and Sunrise Wind) and ACENY seeking financial relief for four proposed offshore wind projects and 86 land- based renewable projects.

Fourth Solicitation – ORECRFP23-1 – Rebid of Shovel Ready Projects

November 20, 2023, NYSERDA announced the launch of the fourth solicitation. There were 6 bids for 3 projects. February 29, 2024, Gov. Hochul announced the State has awarded two offshore wind projects for contract negotiation as result of its fourth offshore wind solicitation – Empire 1, a planned 810 MW project developed by Equinor, and Sunrise Wind, a planned 924 MW project developed by Orsted and Eversource. In addition, the Community Offshore Wind 2 project was waitlisted and may be considered for award and contract negotiation at a later date.

Equinor terminated OREC agreements for Empire 2. Orsted acquired Eversource’s 50% share of wind projects.

June 4, 2024, NYSERDA announced finalized contracts with Empire Offshore Wind LLC and Sunrise Wind LLC.
April 19, 2024
NYSERDA cancels three New York Bight offshore wind projects.

Provisional contracts for three New York Bight wind projects were canceled Friday after “technical and commercial complexities” made it impossible for developers to move forward, New York State energy planners announced. 

The projects were provisionally awarded in October 2023 with New York’s third round of renewable energy solicitation. The cancellations are tied to General Electric’s decision not to proceed with building 18-megawatt turbines, meaning costs would go up using more, smaller machines, Politico andE&E News reported.

Fifth Solicitation – OSWRFI24-1, OSWSCRFP24-1, OSWSCRFP14-2

NYSERDA issued a request for information (RFI) to invite industry stakeholders to review and comment on the potential structure of the solicitation which will released this summer. It will run in parallel with two supply chain solicitations.

This is an opportunity for the three cancelled projects in the New York Bight to re- bid with a supply chain requirement that has yet to be determined.

NYSERDA is utilizing two offshore wind supply chain solicitations as part of Gov. Hochul’s $500 commitment to support offshore wind supply chain localization in New York. The first supply chain solicitation seeks to distribute up to $200 million for subcomponent manufacturing and offshore wind port infrastructure. The second seeks to distrube $300 million for larger enterprises focused on primary component manufacturing infrastructure in New York.
